 note = {This paper mainly identifies implication of Center-Localities relations in contemporary China. As a matter of fact, because China is geographically enormous, and has local organizations that are becoming complicated, a problem has developed such that the authority relationship between the central and local administration has become obscured. In addition, the vertical administrative structure in the central government is reflected in local administrative bodies, therefore the "dual control system" at local administrative bodies is also pointed to as aninstitutional problem.
