Taiwan has become a full-fledged democracy, but democracy has failed to reduce partisan confrontation and social divisions in Taiwan. This paper studies the problems in Taiwan's democracy, and tentatively argues that a key problem is political leader's, that is, President Chen Shui-bian's political strategy and style, which is characterized as populism.
