In this paper, after reviewing the current trends about competencies and National Qualifications Frameworks as goals of education that have spread across countries and regions, the author concludes that the current goal of university education may be a human resource development center. He has made the following observations: First, in order to achieve this goal, it is necessary to reflect, which is at the core of — "new competencies". Second, foreign language education can be the center of this development. Third, the importance of foreign language education, however, is not even shared among inside of universities. Fourth, in order to overcome these barriers, it is necessary to develop foreign language education classes to foster the "new competencies" and conduct action research that would be beneficial to widely verify and promote this idea. He also proves that these attempts are actually being done by citing specific examples from the Japanese Language Education in Nagasaki University of Foreign Studies.
