This paper mainly identifies implication of decentralization in contemporary China. As a matter of fact, because China is geographically enormous, and has local organizations that are becoming complicated, a problem has developed such that the authority relationship between the central and local administration has become obscured. In addition, the vertical administrative structure in the central government is reflected in local administrative bodies, and therefore the "dual control system" at local administrative bodies is also pointed to as an institutional problem. Specifically, under this principle, Chinese local administrations are given guidance from higher administrative bodies as well as local Committees of Chinese Communist Party.
